Summary: ADMINISTRATIVE HISTORY / BIOGRAPHY The National Women’s Consultative Council (NWCC) was formed in 1984, replacing the National Women’s Advisory Council (1978 -1984). The NWCC was an integral part of the Federal Government’s strategy for consulting with women in the community. It was an independent organisation with members appointed by the Federal Government. The Council’s brief reflected the importance of two way consultation: to consult with women about their views on particular issues being considered by Government; to provide information to women’s organisations and women in the community about Government decisions on the status of women matters; and to bring to the attention of the Government matters of concern to women. Membership was drawn mainly from major women’s organisations and other organisations with large numbers of women members. Helen Leonard was a member representing the Nursing Mothers’ Association of Australia. The guidelines also allowed for a small number of Ministerial appointments to be made, which ensured that the Council was representative of all women and had continuity of membership. The NWCC produced its last report in December 1992 and in late 1993 it was replaced by the Australian Council for Women (1993 – 1995). Series 1: Conference papers 1988 – 1992

This series contains a large number of documents related to the Women’s Tax Convention held at Parliament House, Canberra on 4 March 1989, and the Forum on Women and Enterprise Bargaining – Who Benefits? held in Sydney on 29 May 1992.

The documents for the Women’s Tax Convention include background papers, proposals, submissions, correspondence, working papers, conference papers, list of participants, speech by John Kerrin MP, program, resolutions, reports, media releases and press clippings. All are A4; the majority are type-written, some hand-written, and some printed material.
The Women and Enterprise Bargaining – Who Benefits? Forum documents cover the period 1990 – 1992. They include working papers, correspondence, list of speakers, program, running sheets, reports, publications and media releases. All are A4; the majority are type-written, some hand-written, and some printed material.

A variety of documents related to a number of other conferences and forums are included in the papers.

Series 2: Correspondence 1988 – 1990

This series contains various A4 type-written and hand-written letters and memos, both personal and official. Letters are to and from friends, government departments, and the office of the Prime Minister. The arrangement is chronological and has been imposed.


Series 3: Publicity 1988 – 1992

This series contains various publications and press clippings; newspaper articles; newsletters; media lists; press releases; promotional brochures. The subject matter is diverse, particularly the press clippings and newspaper articles which are mainly unrelated to the workings of the NWCC.
Some of the faxed documents are very faint and will need to be copied in the future. The arrangement is chronological and has been imposed.


Series 4: Administrative Records 1989 - 1990

This series contains type-written and hand-written A4 papers which include the NWCC Policy and Guidelines; minutes of meetings; activities undertaken; membership lists; staff training; reports; grant applications. The arrangement is chronological and has been imposed.


Series 5: Submissions 1989 – 1991

This series contains type-written A4 submissions, and some related printed matter. The submissions are mainly to government, covering issues such as award payments, equal pay, accommodation for people with disabilities, childcare budgets, women’s health, working families, sole parents, Aboriginal Women’s Law, de facto relationships, migrant women’s groups, multicultural affairs. The arrangement is chronological and has been imposed.


Series 6: Community consultation (reports/unpublished papers) 1987 - 1992

This series contains type-written A4 community consultation papers and reports of a diverse nature and include women in manufacturing, Aboriginal and Torres Strait Islander Women, de facto definition, relationships, issues of family policy, UN Rights of the Child, women and the environment, refugees and asylum, and female health. Some of the faxed documents are very faint and will need to be copied in the future. The arrangement is chronological and has been imposed.
